Project risks should be identified in Stage 2 of the Project Management Framework. A useful format to adopt is a risk matrix which identifies the risk, its probability of occurring and impact and how it can be managed.

Risks should be identified in a team context in conjunction with the Project Manager. The Project Manager should review and keep the risk matrix up to date. The risk matrix should be discussed with the Independent reviewer.
